Banking and Finance Sector

Sector Coordinator: Mike Rath In addition to being the coordinator for LA's Banking & Finance Sector, Mike is a member of the Board of Directors of the Los Angeles Chapter of the Infragard Member's Alliance. Mike has spent his entire career in banking with Union Bank working in Southern California. He is physically located in Monterey Park about 11 miles east of Downtown Los Angeles. He is the Vice President and Manager of Union Bank's Security Awareness Program and is responsible for information security policy development, security training, information security risk assessment, and vendor due diligence. Sector Overview Includes prominent commercial centers, office buildings, sports stadiums, theme parks, and other sites where large numbers of people congregate to pursue business activities, conduct personal commercial transactions, or enjoy recreational pastimes. Click on sub-sector name for more information: Entertainment & Large Venues Faith Based Venues Sector Coordinator: Jeff Zisner, CPP Jeff Zisner grew up in Culver City, California and is proud to be a native of Southern California. He is a graduate of Culver City High School and California State University, Northridge with a degree in business management and psychology. Throughout his career, Jeff has dedicated his talents to reinventing the contracted security and investigations industry. His vision is of contracted security teams seamlessly integrated at client sites by focusing on providing high quality customer service personnel and threat prevention instead of simply reaction. Jeff began working in the security industry as an event security guard. Recognizing and developing improvements for the shortcomings of security staff, line supervisors and management lead to his promotion to Operations Manager for a local security firm. Leaving the firm to pursue opportunities as a consultant and surveillance investigator, Jeff gained valuable experience conducting threat assessments, varied levels of security operations and complex investigations. Today, Jeff is a Certified Protection Professional by ASIS and the Owner/Qualified Manager of AEGIS Private Security & Investigations. AEGIS specializes in high-end customer centric security, investigation, training and consulting services. Jeff can still be found in the field working posts alongside AEGIS employees, managing large scale functions and conducting surveillance when he is isn't busy managing the day-to-day business of his firm. Dr. Frias' work experience includes roughly two decades as Coordinator of School Safety Programs for the Los Angeles County Office of Education, and stints as Program Manager at the Orange County Department of Education, Management Analyst at the Los Angeles Police Department, and Academic Specialist for the United States Information Agency. He has also served on gang suppression, violence prevention, and school safety advisory committees for the California Governor's Office of Criminal Justice Planning, the California Commission On Teacher's Credentialing, and the United States Department of Education respectively. Energy Sector

Sector Overview The Energy Sector encompasses representatives from those entities producing or supplying energy (electric power) used by all the Sectors and the refining, storage and distribution of oil and gas. The sector is divided into electricity and oil and natural gas. Sector Coordinator: Shawnee Critides Shawnee is Terrorism Liaison Officer (TLO) and Infrastructure Liaison Officer (ILO) for the Orange County Private Sector Terrorism Response Group (PSTRG). Shawnee is also a member of numerous security associations in the Los Angeles area. She is retired from Corporate Security, Southern California Edison. She has managed security operations in various companies and coupled with prior city and federal law enforcement experience, has over thirty years in the industry. Sector Committee Information Mission The Energy Sector of the InfraGard Members Alliance Los Angeles will share and communicate all relevant threat, infrastructure vulnerability, and security information to sector members for the purpose of protecting the member companies. In the United States, there are over 300,000 houses of worship. 85% of the US population affiliate with a church, synagogue, Mosque or other religious entity. The duty of the Federal Government to protect the right of its citizens to worship as they choose; free from crime and safe from acts of terrorism, and has historical roots in our Constitution. It is the intention of this sector to provide information, training and the development of inter-faith parterships for these very uniqie venues. Information Technology and Telecommunications Sector

Sector Overview Produces information technology and includes hardware manufacturers, software developers, and service providers, as well as the Internet as a key resource. Sector Coordinator: Cliff Vazquez Cliff Vazquez has over 20 years of experience as an Executive in IT Systems and Security, working with corporations and governments to ensure their security and privacy. He is currently President of Protech3 and Executive Director of Cyber Security Aid a non-profit for cyber security. Mr. Vazquez formerly served as the CTO for Axxera. He was responsible for all technology security and operational aspects of the company including global offshore security monitoring operations, Development of a Security Incident Event Management infrastructure used to pro-actively secure systems. Prior to founding Axxera, Mr. Vazquez as Vice President of Information Technology and Security for Sitelite, He was responsible for engineering, implementing, and maintaining SiteLite's technology infrastructures, including SiteLite's world class remote monitoring and management systems, and the corporate customers infrastructures for SiteLite's Fortune 1000 customers. He was also responsible for ensuring logical and physical security of their monitoring systems, information, and facilities across the globe. He has also served as advisory management roles for many smaller companies. Water Sector

Sector Overview Provides sources of safe drinking water from more than 53,000 community water systems and properly treated wastewater from more than 16,000 publicly owned treatment works. Sector Coordinator: Cheryl Santor As described in the 2009 National Infrastructure Protection Plan: The Water Sector includes both drinking water and wastewater utilities. As per HSPD-7, the Environmental Protection Agency (EPA) is the Federal lead for the Water Sector's critical infrastructure protection activities. "Water" Sector Co-Coordinator Keith Jones is a 25 year veteran of the Drinking Water Industry. He has spent the last several years working specifically on protecting our Nation's more precious resource; it's Drinking Water from accidental or intentional contamination. "Wastewater" Sector Co-Coordinator Khai Luu has a MS in Emergency Services Administration. He works as an Environmental Health and Safety Analyst and coordinates emergency management and security programs for the Los Angeles County Sanitation Districts.
